Under the guidance of the Philippi Parks and Recreation Commission, the city operates two major parks, Dayton Park and North Philippi Park. Dayton Park has a swimming pool, picnic sites, playground, and basketball court. The park located in North Philippi contains a playground, picnic shelter, tennis courts, basketball court, and two Little League baseball fields.

The Philippi Community Building located behind City Hall provides a youth center with a full sized gymnasium with bleachers and stage. Below the youth center is the community center which presently houses the Senior Center. The Senior Center is expected to be relocated to the Williams Building, at which time the basement community center will accommodate expanded youth activities and programming.

The City, due to the fact that it owns, maintains, and operates public facilities and provides public services, should develop and implement a comprehensive capital improvements program (CIP) in order that maintenance, replacement, and expansions can be scheduled. A CIP helps to avoid crisis situations.

Entrances to the city are important to the residents. One drawback to the annexations, past and proposed, is that Philippi has lost its "edges." For the most part, there is no sense of arrival at the City limits. The Blue and Gray Park is scheduled for renovations and improvements. Welcome to Philippi" signage needs upgrading and the surrounding site area landscaped and maintained. Where possible, new sites and signage should be developed on Route 250 south 119 south.
