The following values were identified early in the planning process by the citizens. These values can be used by community leaders as criteria for determining whether or not a proposed project will contribute to achieving the ideal future of Philippi. A project or issue can be measured as to whether the proposal, such as river boat gaining, will have a positive, a negative or a neutral influence on each community value.
